is there an english translation of Tutoriel Scol_fr.pdf?
This document seems to be the most comprehensive discussion of the language (or am I wrong about that?). Is there an English transalation available?

Yes, Sylvain Huet made an english version : Tutoriel Scol_us.pdf
1- I should write an english "getting started" ...
2- Sylvain wrote his tutorial in 2000. But it is ok to begin.

Oh, i already wrote 3 basics examples in the FAQ ! Hello world part one, two, three ...
Hello world part one : in a simple Scol script
Hello world part two : in the console with a loaded package
Hello world part three : in a dialog box, with function and variable.
A mini-text editor : package, functions, callbacks, globales variables

the document refers to appendices, but they are not in the .pdf...are they somewhere else, whether French or English?

what document ?
"the scol tutorial" .pdf document...it refers to appendices for scancodes and ascii codes, but there are no appendices in the .pdf (the english one...i'll look to see if it's in the french one)

scancode is specific for a given keyboard
asciicode is a norme (ASCII norme) : http://www.asciitable.com/
